About the Regional Council

The regional Council is the legislative branch of the regional State which constituently has been provided the highest political authority and the executive branch is accountable to it. The regional Council has a bicameral legislative nature that consists of Harari National Assembly and House of people’s representative. These two Houses together Comprises the regional Council with 36 Seats.

Power and function of Regional Council

The Power and function of the regional Council is enshrined in the regional constitution of article 51 that stipulates:

  1. it enacts and amends the regional Constitution
  2. Shall enact various laws
  3. Shall elect speaker from the House of people’s representative and deputy speaker from Harari National Assembly.
  4. Shall elect standing and Ad. HoC Committees essential to the Council’s activities
  5. Shall elect the president up on the nomination of Harari National Assembly by 2/3 Vote of the Council.
  6. Shall enact directives essential to maintain peace and order of the state, shall establish security and police force.
  7. Shall enact lows related to the revenue resources shall ratify its own budget
  8. Shall appoint the president and vice president of the State Supreme Court and Auditor General.
  9. Shall levy taxes and connect duties on revenue resources reserved for the state.
  10. Shall enact laws emanated from House of people’s representatives and from the executive Council.
  11. Shall declare state of emergency.
  12. It has the power to call and gestation the president and other state officials shall examine the operation of the executive body. 

The Structure and Organization of the Council

The structure of the legislative branch in Harari region is Composed of legislative Bodies Under the Regional Council there are two Assembles four standing Committees and the secretariat.

Harari National Assembly

This Assembly has its own independent law- making plover linguistic and cultural matters Concerning the Harari. It also has legislative power regarding Harari antiquities mosques Cemeteries and shrines that reflect the Harari History and culture.  The HNA 14 seats whose members are exclusively elected by Hararians living in side and of the region it has its own speaker and deputy speaker.

House of People Representative

This House has mainly the power of initiating legislative proposals regarding socio-economic development polices and strategies of the region.  It also initiates and proposes laws Related to taxes and revenues.  Moreover it has the power of power of evaluating the regional budget proposal and present to regional Council for ratification.  Assembly has 22 seats which one elected from two election districts. Among the 22 members four of them are elected from Geol. election district which Hararian one majority in the area the other 18 members of this House are elected by people who reside out of Gegol both in the urban and rural area   of the region.  It has its own speaker and deputy speaker elected among its members.

Standing Committees
Organization and Composition of standing Committees

The regional Council has the following Committees:

  1. Social affairs Standing Committee
  2. Economic affairs standing Committee
  3. Legal administration and Women’s affairs standing Committee
  4. Budget and finance Standing Committee.

 

 
 
 

Each Standing Committee has five members including its chairperson and secretary who are directly elected among council members. Any member of the Council Shall not be elected and serve simultaneously in more than one standing Committee. This shows that more than half of the council members actively participate in different standing committees. The Chair of the standing committees is accountable to the relevant.

Common powers and duties of standing Committees

The regional Council Standing Committees Shall have the following Common powers and duties:

  1. Submitting suggestions and proposal to the Council on various draft legislations referred to them.
  2.   Examine and follow up the operation and performance of the governmental bodies assigned as deemed appropriate to each standing Committee.
  3.  Follow up the implementation of laws policies and experience sharing forms
  4.  Carry out other related activities assigned to them by the speaker.

Social Affairs Standing Committee
Social affairs standing Committee has the power of overseeing and monitoring the performance of governmental offices listed below:

    1. Education and capacity building bureau
    2. Youth culture and Social affairs bureau
    3. Health bureau
    4. All governmental offices and organizations that are accountable to the bureau listed under (a),(b) and (c) above

 Economic affairs Standing Committee
The Committee has the power of following up and monitor the performance of governmental offices listed below:

  1. agricultural and rural development bureau
  2. Trade, Industry and urban development Bureau
  3. The municipality of Harar
  4. Offices and organizations that are accountable to the bureau Cited under members (a), (b) and (c)

Legal administrative and women affair standing Committee
This Committee has the power of follow up and monitors the work of government offices listed below:

  1. Supreme Court
  2. Justice and Security Bureau
  3. Police Commission
  4. Prison administration Commission
  5. Governmental offices that are accountable to the bureau Cited under number (a),(b) and (c) above
  6. Women’s affairs office

Budget and Finance Standing Committee
It follows up and monitors the performance of offices listed below:

  1. Office of the auditor General
  2. Finance and Economic development

Secretariat of the regional Council
This organ of the regional Council is responsible to provide advice and services that enable the Council, its Committees and individual members to conduct their business effectively.
